Course Description: Public economics is usually understood as effective management of public sectors, however, in the class we learn the public economics in a wider setting as introduction for students of social sciences. Namely, we take up the idea of social cost of a product. Any commodity has a social function, and its demand and supply relate to social settings. Recently, we experienced sudden changes of demand and supply of face mask due to the Covid-19 pandemic, and we realized necessity of public regulation on the demand and supply of face mask for a fair trade. We learn fair trade, social cost, social common capitals, and public regulation, including natural and social environments and resources. Management of the natural and social resources requires not only effectiveness but also other criteria such as social justice, corporate governance, transparency.
