As political measures “between words and war,” sanctions are key foreign policy tools used in issue areas ranging from nuclear proliferation to democratization to cyber attacks. Despite their high unilateral and multilateral relevance, a systematic understanding of their relative utility, potential negative consequences, and conditions for success is often lacking. High-profile cases, such as recent EU action against Belarus and the ongoing debates surrounding Russia and China, obscure the fact that most sanctions regimes are threatened and imposed with little public attention and against states and governments of the Global South. This seminar will provide students with an understanding of sanctions from several perspectives. These include their historical development from blunt Cold War policy to today’s nominally targeted measures; their aims, including the coercion and constraint of the target state, deterrence towards other states, and signaling to the international community; ways for judging their effectiveness; and their potential negative domestic
