The ability of the United States to influence through attraction and cooption has been a pillar of the expression of its power throughout the world. America has proven able to set the agenda and achieve its foreign policy objectives thanks in part to the appeal of its ideology and values; political and economic systems; culture; and technology and innovation. Soft power has been an important tool in maintaining and enhancing American legitimacy without the use or threat of force or coercion. This form of power is at times cultivated and harnessed by the government, but more often than not is generated and diffused outside the bounds of State-sponsored actions.
